Claims agents and attorneys may charge fees; VSO representatives are free. A claims agent is a non-attorney the VA has accredited to represent veterans. By law one generally may only charge a regulated fee on past-due benefits after a decision is appealed. If cost matters, start with a free VSO representative. You can also search accredited attorneys.
