Laryngitis, tuberculous, active or inactive (DC 6515)
Tuberculous laryngitis is tuberculosis infection of the larynx (voice box), either active or inactive. The VA does not rate this condition under the standard respiratory percentage system. Instead, DC 6515 rates under 38 CFR § 4.88c OR § 4.89, depending on the veteran's entitlement date. During active disease, the rating is 100%. Once inactivity is attained, § 4.88c applies for veterans initially entitled AFTER Aug 19, 1968 (100% for 1 year after inactivity, then residuals rated under body-system codes). § 4.89 applies for veterans who were entitled to TB compensation ON Aug 19, 1968 under Pub. L. 90-493 protection (graduated schedule: 100% for 2 years, 50% for the next 4, 30% for the next 5, then 0% absent compensable residual). § 4.89 only applies to veterans with nonpulmonary TB active on or after Oct 10, 1949, and the rating decision must mention the Pub. L. 90-493 protection.
