Benign, minimum (DC 8003)

Body system: Neurological Conditions and Convulsive DisordersRegulation: 38 CFR § 4.124a

Diagnostic Code 8003 covers benign (non-cancerous) brain tumors that cause minimal symptoms or disability. The VA rates these at either 60% for the minimum rating when the tumor is present, or 10% minimum when rating any leftover effects (residuals) after treatment. This means even a benign brain tumor with mild symptoms gets at least a 60% rating, recognizing that any brain tumor carries significant impact on your life.

Rating levels

  • 60% — A diagnosed benign brain tumor receives a minimum 60% rating during the period of active disease.
  • 10% — After active disease ends, residuals (such as cognitive, neurological, or motor effects) are rated under the appropriate diagnostic codes, with a minimum 10% rating.
  • -1% — When residuals of a benign brain tumor cause multiple disabilities (for example, cognitive impairment plus a motor deficit), each is rated under its own diagnostic code and the ratings are combined under § 4.25. The combined total can reach 100%, but DC 8003 itself only assigns the 60% / 10% minimums shown above.
